In many areas motorised water-sports such as this and jet-skiing are outlawed for conservation reasons.
The only place that we can think of which actively promotes waterskiing is Danforth Lodge
in the Cape Maclear area of Malawi.
It has also intermittently been available at Fundu Lagoon
on the island of Pemba in Tanzania.
